"Nitzanim of Ofir" Scholarship Program
The "Nitzanim of Ofir" initiative is the unspoken will of Ofir Libstein.
Ofir, the mayor of the Sha’ar HaNegev Regional Council, fell while fighting terrorists who infiltrated Kfar Azza on October 7th.
Nitzan, 19 years old and the son of Vered and Ofir, was in his room at the youth quarters in the kibbutz and fell when the terrorists breached the area.

The "Nitzanim of Ofir" is a scholarship initiative dedicated to the young adults of the Gaza Envelope, established in memory of Nitzan and Ofir Libstein. Its mission is to mend the rift between the younger generation and the local communities that emerged following the events of October 7th.
Bringing the young generation back to the kibbutzim and towns of the region
The program offer scholarships across five personal development pathways:
- Bachelor’s degree programs
- Vocational certificate courses
- Entrepreneurship initiatives
- Shopping vouchers
- Travel grants through a partnering travel agency
Scholarships will be awarded in exchange for community volunteer hours across various fields. These include activities with senior citizens, support for informal education, agricultural work, assistance to bereaved families or families of hostages, and efforts to help rebuild kibbutzim in the regional
This program is about fostering resilience, rebuilding community connections, and empowering the next generation to thrive in their home region.
